18th Annual Complete Streets & Technology Conference
The APWA (Southern California Chapter) presents the 18th Annual Complete Streets & Technology Conference on Wednesday, April 19, 2017. Earth Systems regularly participates and exhibits at the conference. It is held yearly at the Carson Community Center in Carson, CA.
Ultimately, this American Public Works Association (APWA) event offers a chance to get together with public work officials and other engineers to better understand the latest developments in public infrastructure. Much of the discussions relate to capital improvements, design, and operations. Consequently, many of the topics covered at this year’s conference include:

- Green Streets and Water Quality
- Sustainable Streetscapes
- Construction Management Best Practices
- Digital Infrastructure
Complete Streets
“Complete Streets” is a transportation policy and design approach. It requires streets to be planned, designed, and operated to enable safe, convenient travel for the public. Furthermore, they are designed and maintained to enable safe access for all users, including pedestrians, bicyclists, motorists, and transit riders. As a result, complete Streets are unique projects. They respond to its community context and take into account all potential users. Thus, complete streets balance safety and convenience for all participants using the road.
Superpave
In 2014, Caltrans transitioned to a performance-based standard for testing hot-mix asphalt (HMA). The standard is called Superior Performing Asphalt Pavement or “Superpave”. Earth Systems offers HMA testing to the Superpave standard and is certified by Caltrans to perform the Hamburg Wheel Tracker and Gyratory Compaction tests.
The benefits to Cities and Counties are many:
- With the Hamburg Wheel Tracker simulating the actual conditions of traffic on HMA roadways, testing results assist public entities making better value assessments and prompting cost-effective solutions for their unique circumstances;
- Providing strong HMA mixes that resist rutting. Yet, they include enough asphalt and voids to improve durabiltiy; and,
- Finally, High quality aggregate meets with more stringent requirements.
